 +1 Create an ESCO for the realization and exploitation of the separate projects so that they become part of an integral process based on the Total Cost of Ownership, Sustainable targets, and the Circular Economy. Partners in the ESCO are the City of Eindhoven, citizens, the strategic partners and local stakeholders as schools, companies and so on. Inhabitants and local companies can buy obligations or shares in the ESCO to improve the commitment of the parties involved and the financial possibilities. Don't see it as a building project but as a continues Facility Management Process. Let the ESCO manage sustainable financing options for inhabitants and local businesses. 2 Create in the center of Eindhoven between the buildings a network of Heat, Cold, Electricity and Information exchange. Something like the mine-water project in Heerlen. In this network come also energy-centrals to store, transform and generate Energy. For instance use the Dommel for Cooling en Heating and use the existing HCS ( Heat and Cold Storage) of the Technical University. 3 Use the ESCO organisation to start a Circular Circuit for Building materials and equipment. ( Installation and Material bank ) Re-use good equipment and material for the renovation of the city buildings and infrastructure and make a start with the Circular Economy for this Region. The revenues of this activity can be used for financing the sustainability program for the city. 4 Use the sewer system of the City to generate energy and deliver that to the distribution network of idea 2. Make electricity and heat out of sewer water and shit. In this way we can reduce the carbon footprint of the city. 5 Make the sustainability process to a competition with incentives and publicity for the partners and stakeholders with different leagues for companies, inhabitants or schools. 6 Change the center of the city in a park with HUB's on the edges and free sustainable transport in the center with connected buildings were people can walk or bike safe and comfortable in all sorts of weather. Example is the city of Minneapolis ( USA ). 7 Set up a monitoring system to measure the energy consumption of the city and its parts.( buildings, quarters, etc ) Example is the city of Marseilles ( Fr ). 8 Adjust the building regulations for the city of Eindhoven : a New Buildings only E-neutral b Subsidy on E-positive Buildings ( from the ESCO ) 9 Create a new vision on the new use of buildings. For instance make separate company independent flexible work buildings, conference buildings, Hotels and meeting places in the HUB's on the edge of the city, teleconference facilities etc. All measures to reduce the traffic in the city. 10 Create the Dynamic Infrastructure witch brings IT en OT technologies together in order to exchange information and provide a connectivity platform for all types of users and devices. Today these networks are public provided, telecom incumbents deliver services, and privately owned networks are installed.
