More than 500 employees spread across various offices realize attractive projects (the redevelopment of the Tower of Light and construction of Datacenter Eindhoven). Important principles for all projects of HOMIJ are functionality, comfort and durability. EN EN architects is a Einhoven based architect company with a very strong influence in the public buildings of Eindhoven. They have accumulated and great experience in complex, politically sensitive processes and have dealt many times with complex project with multiple users and/or interests. In addition to the large ceremonial buildings, such as the City Hall building or a Municipal Theatre of Eindhoven, our working field consists also the utilitarian works in the area of ??education, culture, and housing at various levels.

Role of company/organisation

The companies Arcadis, Homij (VolkerWessels group), Hydreco (Brabant Water-company) and EN EN architects collaborate for this outline for proposal. The purpose of this collaboration is to design a integral plan for execution with all specific expertise that is necessary to achieve the goals of this plan. The design, the architecture, research and development, the technical know how, financing, the exploration and maintenance know how are all combined in this collaboration of companies. We have a vast experience in difficult and ambitious environmental and durability developments. Of course this collaboration also leaves other excellent companies in these areas the possibility to join this group. Especially the smaller companies with bright idea's can also join our forces with this group.

Opportunities for collaboration

Companies or individuals who want to collaborate with us in this future project can benefit from the experience gained by this group in other sustainability projects they have completed. They will collaborate with experts of these companies and can have access to the technical know-how. They also can be involved in the design and development of new total concepts which will have more insight in other aspects like installation technique and engineering know how, professional projectmanagement, financing aspects of these future investments and will have a connexion with the large existing scientific relationships that this group already has. Perhaps, the financial aspect of future investments for R&D, for not yet proven concepts, can also be more in reach with these more financially strong companies.

2019 (30% reduction of current conventional energy consumption in all municipal buildings, in 2025 (60%) and between 2035 to 2045 (100%) The ambition of the ideas and proposals we have made are very high. A Energy reduction from 100 to 0 (100 % by renewable energy sources) is a very ambitious goal. The cost reduction of energy use will be significant for the entire city and its inhabitants. A very important ambition is also to influence the behaviour of energy consumption. With specific psychological triggers this has to lead to a common awareness a energy consumption and sustainability of our environment. The three front strategy: The first front is the regeneration of alternative energy via ATES, Geothermal (if soil in Eindhoven in upper layers is suitable because the lower soils are not) and the use of organic micro- organism/nano technology sustainable energy regeneration. Conventional techniques such as extensive heat and cold insulation will also be used in this first front. The main idea for this outline of proposal is to create a integrated thermal storage system for not only all municipal buildings, but have a new renewable energy source to feed for the whole population of the city with this energy. With a substantial expansion of the already existing thermal storage systems, used in Strijp R and S, combined with a new innovative piping system and ingenious water management plan for the city, the use of existing infrastructures such as sewer systems, the alternative and renewable energy network can be created throughout the whole city. This integral plan also includes the uses of natural resources like river the Dommel and our surface water storage systems. The second front is the sustainable use of municipal buildings with changes in function of use for these buildings. There will be new concepts created where living, working and residing in municipal buildings can be integrated in one concept. This gives more possibilities for clever energy exchange. Recycling of waste heat by mixing functions in buildings does also mean a more efficient use of energy, it also will safe space and increases the lifespan of buildings. This front must contribute to a reduction of the total energy consumption at a meso level. Approximately 25% reduction of energy use is foreseen for this front. The main idea for this front is to is to implement new heat and cooling technologies for buildings for redevelopment or new construction projects. In this front the public areas and public squares will also have a important role for renewable energy sourcing. The implementation of an effective energy use can also be enhanced by smart self-thinking sensors in the public space.    The third front is on micro level by object. Not all buildings are suitable for adding solar panels, small wind energy turbines or solar thermal collectors. By using specific new technologies (experimental) cleaver solutions will help to make the final last 25% of conventional energy use.

Enabling conditionsThe collaboration for this outline for proposal is driven by the ambition to make a solid integral but also very realistic durable and sustainability plan. The ambition is to create the integral plan with ideas which can comply with the general objectives in the environmental policy of the municipality but also leave room for to extend and/or add new creative ideas and companies for this integral plan. We expect different ideas and concepts by others. Combined with the expertise of this collaboration creates a more solid bases for this integral plan. The current composition of the partners was created to make a critical know how mass to ensure that the necessary development capacity will be incorporated into the milestone goals in a effective way.

Substantiation stage of development

The idea for the ATES (Aquifer Thermal Energy Storage) for the whole city is new vision and idea. A smaller version of this idea is the ATES installations in Strijp R and S. The integration of river and rain and surface water use in this concept is also new. Arcadis has done already a lot a research for ATES use in various ways.. ATES works at a larger scale (reference Strijp R and S) The effectiveness must and will be improved due to new technologies once this integral plan is in progress. Reduction of 30% of traditional energy is now already due able. The ATES projects in Strijp R and S have a big interest in the project development market.

Step in the right direction

The idea and concept has the expectation that between 2035 and 2045 all municipal buildings will use 100% renewable energy. The implementation of a smart pipe network through existing infrastructure networks will contribute to the high expectations. Connexion of other buildings in the city will even increase the effectiveness of this integral system. The collaboration partners have proven many times that they are able and capable for this task and challenge.

Flexible idea

With the collaboration of the water company Hydreco (Brabant water) to the joint this venture we insured the aspect of durability and unintended environmental consequences of our solutions. One of the main tasks and challenge of Hydreco is to keep our ground water reserves safe and sound. All the other partners have the same vision and mission about safetyness and awareness for this comprehensive integral plan.

Good investment

The investments to be made ??can be amortised within 30 years. In combination with alternative electricity per object or fully sustainable generated electricity from residual capacity of other objects a 100% passive energy consumption per object can be created. The return on investment is not only higher the investment is also lower than compared to the current conventional heating / cooling systems. The depreciation and reinvestment periods are longer and cheaper. As a reference the thermal storage system Strijp R can be used. The cost benefits ratio is approximately one third of conventional systems with an amortisation period of 30 years. Throughout a new commercial alternative energy company a optimal operation can be created.


We have taken on this outline for proposal of the city of Eindhoven with mixed feelings. It is an abstract and diffuse process to come to a integral plan and measures, but there are very concrete ambitions of the city and they ask concrete facts and figures for ideas and solutions which can not be provided in this stage of the market consultation. This is also company privileged information which has to be protected at this moment. In the up coming tender process this kind of information will be more visible and also more important as a selection criterium.
